Water on the brain.

The editor of the Tribune is afflicted with water on the brain supplied by a sixteen inch main with no outlet. Periodically he endeavors to relieve the abnormal pressure by writing articles on the water question. Which are nearly as reliable as his sworn testimony which stated that the pressure on the mains was hightest on the hill back of the town. These articles have long since been recognized as the ravings of a diseased brain and no notice is taken of them.
